If there's enough light, yes. Otherwise your choice will be much more limited.

Not all will cope with the roots very near the hedge though, and it does depend on whether you are planting on the sunny side. I have iris foetidissima,arum and woundwort right up against a conifer hedge on the north side and the are ok. On the sunny side perhaps choose flowers that like to be in dry ground rather than moist.
