Can anyone tell me best time to prune these back as they are looking like they need the chop!! the varigated variety

I wonder if they are the sub-shrubby E. wulfenii 'White Swan' variety?
The stems are biennial normally so overwintering stems that didn't flower last year will flower this coming year/season. It may be too early to tell if they have been very damaged by the recent cold. Leave them for now. If they have failed, hopefully new shoots will appear from the base and you can cut back then. You will not get flowers of course but winter permitting next year......they will flower the following late spring/earlysummer.
