leaves on bush in garden have white substance on them and have holes and bush inclined to smell. What is it and what can I do?

Do you know which plant it is as that will help decide what is going on. better still if you could post a photo too. the holes sound like some form of insect pest but many shrubs are aromatic some pleasant others unpleasant.
