What is this shrub with bright orange bell-shaped flowers; ouch! And spiky small, hardy leaves.

Its an upside down berberis, possibly darwinii or a variety of stenophylla

They are probably Australian berberis...

Ouch not good for my cricked neck, yes looks like berberis Darwinii, trim after flowering if you want it more compact.
