What is this that has infested my snowball shrub the whole shrub leaves that are on it are mostly covered in these little pests

They don't look like Viburnum Beetle larvae or the beetles, so I suspect its a heavy blackfly infestation. Spray with a suitable insecticide, making sure you spray under the leaves as well as the top sides.
