I am wintering a 2 yr old mandevilla plant ( in original planter ) and it is doing well. I would like to repot it, When is the best time during winter? or wait til spring? Currently in a 10" pot, can I go to a 12" next?

Yes, wait until it starts to grow in Spring and then re-pot into fresh compost. If the roots have reached the edges of the current pot then put it into a lager one if you wish.But if there's not masses of root I would re-pot it in the same one. Welcome to GOY!
