Tried using Evergreen 4 in 1 and obviously got the quantities wrong so have burnt looking patches on lawn.
Have tried reseeding about a week ago with minimal growth.
Question: Do I have to try and rake off old burnt looking dead grass before seeding

First, no point in trying to reseed within 6 weeks of applying a lawn treatment like this. Second, yes, you should rake off anything that's burnt or blackened (moss goes black after this treatment). In order to reseed, you then need to rake up or turn over lightly the soil in the bald areas to make a friable tilth about an inch to 2 inches deep, and then sow in that. Without this loose, friable surface, the seeds won't grow because they can't root into the soil.
