I used Tree Root Killer with great care, in liquid form, wearing plastic gloves, tipping it onto sawed off roots. Then covered them immediately with pieces of thick black polythene bag, tied on with string.
This prevented rain leaching out the Tree Root Killer.

Some years ago this Tree Root Killer was available as
crystals which I placed on unwanted shrub roots, covering in the same way. Seems this form is not available now.

This did not affect the surrounding ground.
The first lot were rotten after 3 years and I was able to pick them out easily by hand.
I would not plant anything else
in the same place for a few years because of the
chemical involved.
