When is the best time to re-pot a japanese maple?

Any time the tree is not in leaf. However, if necessary you can repot in Summer provided to make sure to keep it well watered and shade the plant for a few weeks. Root disturbance should be done with care, e.g. teasing some roots out of the rootball is probably sufficient.
If it is root bound, I would leave it until Spring when you can tease out the roots well to prepare them for their new home.
