I have two hebe's in my garden - neither of them have flowered this year. Is there a simple explanation

non of my hebe's are in flower yet. but its been a shocking spring etc.

Yes... many plants are 3-4 weeks behind this year

it's most likely the weather conditions - my bottlebrush, which usually flowers in May and is done and dusted by mid June, still has its buds tightly furled, with less of them too.
