I have grown a canadian acer from seed. At about half a metre in height the growing tip was nipped out,there are now two branches growing on strongly competing each other for height forming aYshape. Should I prune the weaker one off or leave it alone ?

If you are shooting for a tall tree, pinch the tip out of one, and stake the other one as a new leader. If you are trying for a largish bonsai, or tub tree, pinch the tip out of the stronger one, and cut the other one back by half, to start training a strong and character-filled structure. Note that Moon_grower is right: unless it is a Vine Maple from British Columbia, most Canadian species of Acer are, by nature, strong, tall trees, and may be hard to keep garden sized.

It depends how you want it to look. I'd be inclined to nip the growing tip out of both to make both branches bush out to give a more attractive shape.
