My plants don't grow in a part of my garden which used to have a palm tree in it. Is this because the soil is damaged? If so, how can I repair it? Is it best to simply replace all of the soil?

The roots might still be there in parts, the soil might be depleted of nutrients, the aspect could be wrong for the plants you're planting ...... several factors to consider.

Either way I would dig it over well, add masses of composted manure and prepare the soil and site for planting next spring - a good job can't be achieved overnight unless you have the necessary funds and time.
