Am guessing green mould? Try and remove that with diluted bleach, let it dry and then you can stain/paint it.

Ah yes if it is green mould needs removing first as per Kildermorie's suggestion.

Hi Lucylocket and welcome to GoY, if the fence is 'painted' with wood stain/preservative then yes. Not sure if it is actually painted with an outdoor paint.
