Question on Heuchera 'Fire Chief'

Question on Heuchera/Coral Bells 'Fire Chief'. Planted a hoard of them this spring and all seem to be doing fine, except one. It's flowering beautifully, yet has only 2 leaves. Do you think this is a cry for fertilizer? Thought I would get opinions before trying to doctor it...

I,d renove the flowers so the strength goes into the plant rather than trying to set seed, make sure its roots are healthy too
