The ground is most likely heavy clay and is very compact. You need as I always recommend, lots of broken bricks dug in at least a spit deep, leave the soil dug over very rough to get the March winds to dry it out. Later on you can add compost to grow your plants and shrubs etc.. Avoid walking on the ground, put a plank across it to work from.
