My 4 year old plum tree has never produced any blossom although it appears healthy and has plenty of new growth. What can the problem be?

My 4 year old plum tree has never produced any blossom although it appears healthy and has plenty of new growth. What can the problem be?
One, it's only a baby at 4 years old. Plenty of new growth implies to me that it's growing well and is still some way off maturity. Be pleased it looks healthy and be patient. What variety is it? Victoria, for example, will often be 10ft tall and 5 yrs old or more before producing any flower, as it's a 20ft tree and bigger at maturity
