my palm trees have suffered badly in the cold winter weather and all the leaves are now sagging down what help can i give to them

I'm guessing that you are referring to Cordyline australis rather than a true palm? If so, just leave until spring. If the tops have been killed, they usually shoot away from lower down quite quickly.
