Yes, it does look sad. I think the long cold weather may have damaged the stem tissue and perhaps the growing point. It's unfortunate that it's in a container too as this means that the roots may have been damaged by the cold also. The red forms of cordyline are also generally less hardy than the green. You will have to wait until late spring/early summer to be sure. If the top has gone, you may get new growth from the base.
