If it's more than 50%weeds, the best thing is to take it up and relay either turf or seed and start again. Otherwise, frequent cutting will get rid of taller weeds, treatment with verdone lawn weedkiller will deal with quite a few of the rosette type weeds, lawn food will help any grass left to grow, but any weed or rough grass will need to be dug out and the patches reseeded.
