why won't my paeoney come into bud

Thanks for the replies. The plants all over three years old and appear very healthy with plenty of foliage. They are in different parts of my garden and all suffer the same problems. I have tried feeding, planting them shallow, and cutting back on the feeding,
moving them to different locations all with no effect, My garden has neutral soil and I'm stumped for a remedy, can you guy's help please?

I presume we're talking about herbaceous paeonies.
They need fertile soil in full sun. When the foliage has all died back, the resting bud MUST BE ABOVE THE SOIL LEVEL. I give mine a general feed in early spring.
The best time to move (or replant) them, is just after they foliage has died back in late autumn

We need more information to give you a good answer such as, how old is it? how deep is it planted? and what type do you have?
