It looks as though the tree had a problem earlier in the year as so many of the branches are bare most of the way up. Its probably a last ditch attempt to set fruit but sadly its much too late now. They do produce the odd flower later in the season sometimes. But if you did have a problem earlier it would be good to identify it so as to do something about it earlier if it happens again.
