If I cut back my wallflowers to say 6 inches from the ground so as I can retrieve plants behind them will they flower next year/

It depends how leggy they are. I reckon you'd be OK if you only cut above a few of the lowest few shoots but another year if you want to keep them I'd cut them back after flowering.
