Will nearby privet hedges effect my new vines growth ?

Depends where the roots of your vine are in relation to the privet - hopefully not within 4 feet of the base of the hedge, as a minimum. Privet is known for sucking the soil dry of both moisture and nutrients, so planting a good six feet away from the base of the hedge is a good idea.
