My cordyline has been damaged by the severe weather and the top leaves are broken and dying. There is a smaller plant deveoping near the base of the plant, should I chop off the damaged leaves until the smaller plant becomes more established?

i had same problem a few years ago.i tided the main stem up then let the new shoot grow to a fair height then completely cut off the old stem at the base.now you would never know. and i have another shoot growing well
