How to use cooper sulphate crystals for a grapevine,suffering powery mildew in the spring. Do you put it around the base or is it diluted?

Previous question
Use Bordeaux mixture as a spray, on the rods and canes and dust on the ground round the base. Copper sulphate alone is not sufficient.
