What is the best way to get rid of old membrane/grass from garden?
We previously had bark put down, now grass/weeds have grown through the membrane - looks a mess and don't know where to start. Is it best to kill the grass/weed first? I have tried lifting /cutting the membrane in pieces, but this is very time consuming and difficult to pull the membrane up. Any help/advice products to use would be great.

How thick is the bark layer over the membrane. If you clear away the bark you may be able to roll up the membrane. Or you will at least see where the problems are and be able to deal with them as spots.
Replace the bark to at least 4 inches/100 mm depth.

The trouble is, if grass has actually grown up through the membrane rather than just being rooted into the bark chips on top, even if you kill if off, the roots will be one side of the membrane and the topgrowth the other, so it won't be any easier to remove. Ifyou want to try, you could use glyphosate, but all weedkillers of this type work better when plants are actively growing rather than beginning to decline in growth (which they are now because its autumn). If you don't want to grow anything in the area afterwards, you could use Pathclear.
I'd try raking everything off the membrane, then get someone else to hold one end on one side with you at the other, then try heaving it up till you've (hopefully) managed to remove it completely.
