When is the best time to cut back ivy & evergreen honeysuckle?

I never trim my ivy at this time of year as it supports a lot of wildlife over the winter, berries for the birds, shelter for birds and butterflies. I cut mine back in spring.

Ivy will survive brutal treatment at any time of year but if you do it now it will look hacked all winter. I'd be tempted to leave it until spring as it will then recover quickly,put out new growth and look attractive again. Then next year trim 6 weeks before winter to give it time to recover and look decent all winter

I second J's input. It's worth leaving it 'til early spring until the flowers have finished, and before birds might nest in it (if it's big enough), then trim it. It so quickly grows back then, and will grow hardly at all between now and then.

Thanks to all but what about evergreen honeysuckle ? What are the views on this ?

I'd cut back my evergreen honeysuckle in spring as it flowers from July onwards.
I don't know if there are any spring flowering evergreen honeysuckles. If there are and yours is one of them then prune immediately after flowering.
