when I take them out of the paper I cut off the bottom 1-2 " of the stem and pop them straight into water. Cut stems usually draw a small 'bubble' of air into the stem. when you cut the bottom piece off you reopen the water channels and the plant is able to draw water up the stem.

I also always put a teaspoon of sugar in my vase of cut flowers I think they are perkier longer.
