Is it in a pot or the ground?....Its important it is kept moist, especially during July and August when buds are forming...and feed with an ericaceous product...:>)

Could be the position you have it in... They don't like being in an east facing boarder where the sun can get to the buds whilst they are frosted - this causes the buds to drop. Ot is your camellia not producing any buds even?
