What are the very small black flies on plants,I got rid of them once but they have returned?

If they are on the soil and jump like fleas then they are fungus gnats or sciarid flies.
If they are on the plant itself and move very little then they could be aphids.
You need to use an insecticide suitable for the plant and one which kills sciarid flies. Also helps with them to cover the soil with a good thick layer of grit.

Does nt sound like those , they dont jump they just fly when I move the plants, I have sprayed with soapy liquid so heres hoping it gets rid of them. Thanks.
