I have a white lilac bush and it was ok until last year when the flowers of two outer sections whithered. I cut out a small area and have left it alone to recover, but I have noticed that there are no new shoots this year on either section. The wood is still alive and I would like some advice as to what to do next.

Just wait - this year is still about 5 degrees colder than we've had for some years, which means everything will be late, so you will see shoots eventually.
