all my cordyline australis leaves have fallen off there is just stumps on top all soggy they are about 10 years old and i live in south wales does this mean they are dead???

Probably, but you might want to give them an extra chance by waiting till April and lopping the tops off - if the wood inside is dead and dry, then they're goners, if not, wait and see if they resprout.
