It would seem not. The old style ones were withdrawn long ago, but around 2008, Bug Clear Ultra for pots was marketed - these were sort of capsules that you inserted into a pot. This seems to be no longer available, although if you google it, you might find a company that still has a few left. In America, you can still buy Bayer 2in1 Insecticide and Fertiliser 'pins', though these are also capsule type things that need to be injected with an applicator into the soil.
In Europe, though, I suspect these are now unavailable because both products contain neonicotinoids - acetamiprid in the first and imidproclid in the second. Neonicotinoids are heavily implicated in the destruction of bee colonies.
