The only public plant auction that I know of is ebay.
My society, the SRGC, does have a plant auction at its annual conference, after the conference dinner when the bidders arrms are well lubricated. Enough said about that!

I've used ebay a few times and have been pleased with my purchases....it's worth a look, but looking is never enough for me....!
