Why can the soil be frosty on top but down below not,is it a sign that the soil is slowly warming up.

the core of the earth is red hot hence volcanoes etc .there is a new form of heating you can get .it intails buying realy big plastic radiaters and burying them with a jcb .this gives you enough hot water and heat for nothing as if you go deep enough the ground is 12 degrees hotter than the serfice in the summer .

And there's a difference between frost and frozen - frost is just the moisture on top of the soil and sometimes in the air freezing overnight; for the ground to freeze, particularly to any depth, it would have to be below zero C for a considerable period of time.

yak live in steps wear theres permenent permo frost but still if you can manage to dig deep enough it gets warmer . theres a trick question .
whats dryest a hot desert or a freezing one.

The soil freezes from the top down. So the first inch or so can be frozen but below that still be soft. If there is a prolonged spell of frost the ground will freeze to a greater depth.
