Which shrubs/plants are suitable for growth under tree shade but ideally ground cover

Here are three that I particularly like. Lesser Periwinkle(Vinca minor), several different varieties.. Campanula poscharskyana, Flowers Summer and Autumn. Euonymus Emerald n Gold. Everrgreen foliage all year.

Not shrubs, but perennials which don't fully disappear in the winter - Geranium maccrorhizum and Lamiums as well as those suggested above

Aucubas and Fatsia will grow providing there is some soil depth to plant them into. Euphorbia robbiae will colonise the space too.
