Yes. I live in a climate the same as San Diego (I also lived in S.D. for a number of years) and it will do well. I know the seeds are expensive, but worth it.

I don't see why not - but don't let them dry out. They won't die immediately if you do, but they will stop flowering for about 3 weeks.
