Yes, but with conditions - wait till it warms up a bit, (might even be April) as its so cold this year, and keep a good rootball and don't break too many roots. Water thoroughly once in new position, and keep it watered during dry spells. It's fine to move it if its small (say, only planted last year) immediately, as long as you don't disturb the root ball, then it won't notice it's been moved.
