Last year a crop of mushrooms/toadstools appeared in a shady area of my garden. I have now discovered just below the soil surface and about two inches deep a white chalky substance which I wonder could they be spores? What can I do to get rid of this please.

Nothing - the white will be mycelium, which is the underground system that produces the toadstools/mushrooms. There's either something dead around the area that's rotting (which is what fungus does, rot woody stuff down) or its the equivalent of a fairy ring (if its in a lawn). The fruiting bodies (toadstools) are only around for a couple of weeks - if you don't like them, twist them off and dispose of them.
