Will my Sundance have survived -16 degrees (consistantly for several weeks) of frost in Aberdeenshire - it's looking horrible?

You will have to wait and see I'm afraid. Leave alone until well into next month and see if any re-growth appears on the stems then prune back to these growths. Choisya responds well to hard pruning (unlike many other members of it's family).
