hi i have an 8yr old 8ft cordyline with 4 bushy heads on it.due to the very bad frosr we had in northern england a lot of the leaves are yellow and are falling off when touched.it still has a lot of green leaves but im worried as the large stems are moist.should i remove all leaves that will come away from stems and allow the stem to dry?

If they pull off easily, you might as well, but the moistness of the stems isn't a good sign - it may be the plant won't recover from the winter, but you will just have to wait and see what happens.
