they may be buried too deep, but they will slowly move to the right depth by using contractile roots. but bulbaholic is spot on about the feed etc.

These are probably old bulbs growing in poor soil and havn't been fed for a long time. Bulbs need feeding in order to produce flowers the following year. In many of our gardens there is enough nutriment in the soil already so we don't have to give extra feed. I would suggest that you dig some organic matter into the soil and buy some fresh bulbs for next year.
