This will re-sprout from lower down or from below ground level depending on how it feels! Trim off any shoots that are obviously dead, back to a healthy bud. I find that Passionflower always has a certain amount of die-back during winter. But it should grow back, especially as it was an established plant.

Mine often waits until late May before it shows any sign of new life and it has on more than one occasion nearly been uprooted because of lack of signs of life.

Yes, leave it til at least June before giving up!!

I live in supposedly a much warmer part of the country.As you know, the winter we just had was severe, even for us down here. My passion flower looks the same as yours and has done in previous, less cold years! It should be fine. All i do is cut back to it's alloted space each spring. It will soon respond with warmer weather.
