We have a spindle tree which, although full of buds every year, never goes on to produce the characteristic flower/seed show. What can be wrong?

The flowers are fairly insignificant, its the berries people notice, and it may be that any flowers you get aren't being pollinated - some of these shrubs do better planted in a group of 3 to ensure cross pollination.
