How do I cut back a cordyline australis as it has been damaged by the frost and severe bad winter. The leaves have all fallen off and the tree is wet and soggy at the top of the trunk? Do you cut the trunk at an angle or straight across, it has two trunks which divide into another two, should I cut it under the top two branches which are wet and damaged?

Yes - remove the soggy area. If the rest seems healthy, then fine, but otherwise cut the whole thing back by half - I'd do it at an angle to aid rain run off.
