First, I'd do some diagnostics. Why is my garden wet? There are loads of possible answers, but the most common is that the soil is clay (or clay beneath) and has become compacted, thereby creating a water proof layer that water is sitting on. Digging in organic matter will break up clay and help with drainage. Another reason could be that the water table is high where you live, in which case there's nothing you can do about it.
Sometimes it's best to work with nature rather than change it - perhaps you could have a water/bog garden?

Lol, well at least the neighbours would be entertained San! I have a lovely vision of gunneras, candelabra primulas, astilbes surrounding calm pools with flag irises and water lillies, with raised walkways and little bridges.... always best to look for the opportunities!!??
