Why has my Picea pungens going brown ? from the bottom .

That is possible Mg. Could also be Spruce Aphid. These are very small (much smaller than aphids on roses etc) and cause significant damage to Spruce even during the dormant season.
If the tips look fine but the previous seasons stems section growth is browning it could be these.

Thanks its a young tree i got it christmas time it might be the snow / cold it was alright till then i just dont know :- (

Won't be the cold as Picea pungens is extremely hardy.
Wait and see what happens as spring gets under way and keep us posted.
