My cordyline is 10 ft. high.After this severe winter the leaves are hanging down and some are yellowing.What can i do?

Not much yet, except for pulling off obviously dead leaves. Wait till end of April (where you live) and then you can try cutting the main stem down by half if there's no signs of growth by then. This might, or might not, force new growth from the base or up the remaining stem. If the mainstem goes soggy and rotten, get rid of it.
