Technically it is perennial, but in this country (and particularly with the winter we've just had) it's usually grown as an annual. Doesn't really cope well with temperatures below 50 deg F, particularly not for any length of time. I suggest you cut down the dead topgrowth and watch for signs of shoots from the base - though you should really be seeing them now - give it to the end of the month.
