following hard winter all my ceanthos cordyline, pampas grass dead, any suggestions what I could replace them with, some evergreen shrubs maybe.

That's unfortunate, to have lost them all. You could replant a new Ceanothus if you really like it, now's the time to do it. Otherwise, Berberis darwinii, Euonymus pictata, Camellia, Pieris, Skimmia (though these 3 all like acid soil) Pyracantha
